The ZAD is an airport protest site in the west of France about 15 miles north of Nantes. The airport project was first proposed over forty years ago and has faced constant local resistance ever since. The project is in the hands of the multinational company Vinci, who also provide us with such « services » as prisons, motorways and nuclear power stations. It is the particular pet project of Jean Marc Ayrault, the former mayor of Nantes and current Prime Minister of France. London, UK - "Todd" was 18 when he came to the United Kingdom from Lithuania in 2005 in search of a better life. But things didn't work out. By 2009, with the British economy ravaged by recession, he had lost his job and had nowhere to live.
"I had really bad depression so I couldn't hold a job. I ended up sleeping rough on the streets. My mental health was deteriorating... I had suicidal thoughts," he recalls.
Todd - an adopted Anglicisation of his Lithuanian name - ended up in Brighton, a town on England's south coast with a reputation for tolerance, a vibrant arts scene and a homelessness problem. It was there that he began to rebuild his life, finding a vital support network among those squatting in the town's ample stock of empty and neglected buildings and sometimes opening them up as impromptu galleries and cultural spaces.

"I call myself houseless, not homeless. We are a community and we help each other out," he explains. "There is a lot of support and there is always somebody to talk to. Living like this, you're always in control of your own life. You don't have the money to support yourself food-wise, maybe, but you can go and get it from skips. It's still the same food."
But tens of thousands like Todd who seek shelter in unoccupied properties now risk arrest and imprisonment under a government-backed campaign to outlaw squatting.
Under a law in place since the beginning of September, squatting in empty residential properties in England and Wales is already a criminal offence, with those convicted facing months in prison and steep fines. The ministry of justice estimates that up to 2,000 people could be prosecuted each year.

the students, many bussed in from around the country, assembled this morning at temple park on the embankment, and then shortly after midday they headed west. despite the fact that parliament square was not on the route, the palace of westminster was protected by double fencing boxes weighed down by sandbags, and hundreds of police mounted an operation which included very visible horses, to discourage and prevent any students from diverting to whitehall or parliament square.

the same box fences barred the way at westminster bridge road, and as the students marched past, several hundred broke out of the cordon and ran straight for the barricades where a few minor scuffles ensued. some police drew batons as protestors tried to dismantle one of the fences, and other lines of police briefly pushed protestors back.

the huge number of NUS stewards were anxiously instructing students to keep moving and to walk over westminster bridge away from the place where all the decisions about EMA, tuition fees, and education cuts, have been made. they wanted their peers to walk through the pouring rain to a rally a couple of miles away in a muddy park. many, unsurprisingly, didn't want to go.

there was a sit-down on the bridge, a samba band started playing on the westminster side, and progress was very very slow.

Library Revolution
The Friern Barnet People’s Library is set to return to court in one month’s time. The council closed it in spite of local protests earlier this year. It was then occupied and re-opened by members of the Occupy movement. It is now being run and managed by the Occupiers and local people. An on-line petition calling for the library’s re-opening now approaches four thousand. Local campaigners are working side by side with the Occupiers to raise public awareness and support. Open meetings are held regularly in the library to discuss and plan the campaign strategy. There are weekly events held by local residents such as kid’s story time, yoga classes and musical events. The library also recently featured a personal appearance by Will Self that drew over two hundred people.

On
the surface the struggle is about saving a library. But the struggle is also about transforming society. It’s about building a new society in which people have control over their own lives. A society in which people support each other as equals and are empowered to uphold social justice. In this case it has taken the form of resisting austerity. But the library closure being resisted is just one battleground in the longer campaign to win a new society.

As the occupation continues new alliances are being formed, different values are being explored, different ways of relating are being practiced and greater political visions are being developed. With one month left before court we might ask ourselves “Is this about a library or all libraries?”, “is this about a community or all communities?” We might also ask ourselves “If we win this battle is it time to go home? Or are we willing to go on fighting for a new society even if we win?”

If the library is saved it will inspire other communities and help build a wider movement for a new society based on self determination, solidarity and resisting injustice. If the library is closed, on the other hand, the movement will have to raise its political aspirations. It will have to expand into more communities and it will have to raise the social cost to the system if it is ignored.

Delivering the inaugural Reading Agency Lecture at the British Library yesterday evening (19th November) to mark the charity's 10th anniversary, Winterson also argued that libraries should be taken out of local council leisure budgets and put into the national education budget.

SUGGESTIONS FOR NOV 21 - Have fun, but don't get kettled! Keep moving, stay alert, keep turning round, keep looking over your shoulders and over people's heads to see what the cops are up to nearby, in the distance and especially behind you. If you see the cops forming a line near or behind you move quickly to avoid being kettled, and don't be shy - shout LOUDLY to get people moving if you see a police line forming. Be constantly aware that some cops are very savvy and will sneak-up when crowds are distracted, so keep looking over your shoulders, especially when you see or hear something exciting that attracts your attention (on 24 Nov 2010 hundreds of kettled demonstrators missed an escape through street maintenance works, because they were distracted by the activity and noise around the police bait van and weren't searching-out weaknesses in police lines). If the cops try to usher you into a gap in their lines, it might be a kettle - don't go through unless you can definitely see a clear exit on the other side.

Take cameras and film the cops to discourage police violence and to record evidence of arrests and assaults. Point cameras at cops faces at every available opportunity (even when you're not actually filming). If you see someone arrested, constantly film the cops shoulder ID numbers and faces, shout out their ID numbers and don't stop hassling them - it doesn't always work but on many occasions this has led to protestors being released in-situ. If you post images or videos of arrests or of active disruption on-line, blur or edit-out any images or audio that could be used to identify and victimise protestors from their faces or voices. Brightly coloured home-made banners draw the attention of press photographers and TV, but what the media really love are images of violence, so beware of trolls and agent-provocateurs, online and on the streets. The State has been using agent-provocateurs to justify repression since Home Office plant George Edwards set-up the Cato Street Conspiracy in 1820, and they're definitely still doing it -

For an Autumn of Resistance

The National Union of Students (NUS) has announced the date for its national demonstration against education cuts, tuition fee rises and student debt as November, 21st 2012. The demonstration was called on the back of a substantial vote at April national conference that fed off the mood, both in the room and within the movement: students want to take on the government over its Further and Higher education policy and over austerity.

A lot has changed since the last national demonstration organised by the NUS back in November 2010. That ‘hot autumn’ gave the trade union movement the confidence to march half a million strong in March that subsequent year, and strike over 2 million strong in November of the same year. The reciprocal relationship that students and the trade unions have must be the thread that runs through our preparations for the upcoming term.

To merely approach this November as a ‘re-run’ would be a cruel parody of the rage and anger that was shown on that demonstration back in November 2010. The vital experiences of both Chile and Quebec have shown how far students can go. In Quebec, a proposed raise to tuition fees has led to an explosion of student militancy which has seen over 100 days of education strikes and campus shutdowns. For our student movement, the bar has been raised.

In 2010, the students alone brought the Government to within twenty-one votes of defeat and showed that only a few months into their term, there was a visible and angry section of the British youth that were totally opposed to the Coalition. But since 2010, the trade union movement has stepped onto the streets and onto picket lines to show that same opposition to the Coalition government. That is why students’ unions and the NUS should be a part of the TUC October 20th protest, ‘For a Future that Works’.

We cannot wait for the new term to begin before unions start the preparations for this autumn. The work must start now to book coaches and form organising committees for the autumn demonstrations on our on our campuses. Our Unions need to be central to cultivating a culture of resistance on our campuses.

We know that a one off protest will not be enough to win – to do that, we need to fuse our movement to the trade unions, building ever stronger links, as students did when they joined picket lines and rallies on November 30th, 2011. We will need to work with unofficial grassroots organisations to organise and reach those who traditionally are left behind by NUS. We will need days of action, in the lead up to November 21st, to cultivate that resistance and set in motion the process that can make sure that Education is not the defining debate in the 2015 election, but the defining grievance that leads to our movement bringing down the Government.

I was invited to speak on squatting and the commons at the last of the Putney Debates.
As the latest law criminalising the homeless and people who shelter is abandoned buildings (squatting)
is in effect the last of the Enclosure acts,removing our rights to shelter and putting property rights above human right to have shelter.
There were a variety of speakers who spoke on the various aspects of the commons.
How our various commons have been removed,i.e land ,legal rights access to space/land  water etc.
There was intresting talk on the legal aspects of restoring our rights ,especially the recent moves to give rights to the earth and rivers etc,to prevent eco cide.
Bolivia recently created a Declaration of Mother Earth Rights.

A general strike is underway across Europe today as millions are protesting spending cuts and tax hikes they say have deepened the region's economic crisis. Spanish and Portuguese workers are coordinating their strike with work stoppages underway in Greece, Italy, France and Belgium. We go to Madrid for an update from independent journalist Maria Carrion. She notes the general strike comes after a 53-year-old woman jumped from a balcony to her death as she was about to be evicted. The death of Amaia Egana marked the second suicide in two weeks related to evictions in Spain as a growing mass movement has put pressure on the authorities to act. While FEMA closes its offices, the NYPD protects petrol stations, the Mayor organises a marathon and the Red Cross is nowhere to be seen; Occupy is on the ground delivering hot meals, blankets, generators and pumps from an ever rising number of hubs, depots and shelters across New York.
Its been two weeks since the 14 foot surge of the Sandy superstorm struck Manhattan, Staten Island and a hundred miles of the New Jersey coastline. The eye of the storm passed right through Santiago in Cuba leaving thousands homeless, damaging 300,000 residences and killing 11. Jamaica suffered an estimated 16 million dollars worth of damage. Also badly hit was Haiti, the world’s first black republic still suffering from the 2010 earthquake. 70% of the crops have been wiped out and whole villages were swept away.
In the majority world existing problems caused by systematic exploitation exacerbate disasters such as superstorm Sandy, clean-up operations are slower or non-existent and problems of homelessness, starvation and disease are never truly addressed. Most of the aid to the Caribbean has come from other majority countries such as Venuzuela, which has sent 100,000 pounds of food to Cuba.
In New York as well there is a clear divide between the rich and the poor. Those with money have hired people to clear their drives and gardens, to fix their homes and pump their basements. While the NYU Hospital is evacuated and without power the Goldman Sachs HQ is lit up like a Christmas tree in an area that is nightly plunged into total darkness.

 Last night’s debate on housing attracted a diverse audience which condemned the lack of attention to this vital policy area which is now in crisis. A lack of investment over many years combined with the current economic crisis have led to a situation where the cost of shelter is taking up more than 50% of many people’s income. The lack of a decent housing policy was contrasted by one speaker with education and health which, whatever your view of the outcome, have been subject to numerous policy shifts over recent years.
A post war consensus and bipartisan commitment to public housing led to many homes being built up to 1979 when the mania for owner occupation took off. The Thatcher government wanted to eliminate public housing and give everyone a “stake in the housing market” primarily for political advantage – house owning “Mondeo Man” was not going to vote for a socialist government. We are now reaping the rewards of this short term political expedient.

In case you hadn't noticed, residential squatting is now a criminal offence. But wait, before you dash in to hang up yer crowbar – there is hope yet.
The law has more holes than your average American ambassador and it'll be a good year before we know exactly how it's going to be interpreted and enforced. And helping in the fight against Section 144 of the Legal Aid Sentencing and Punishment of Offenders Act (LASPO) is the recently formed Squatters' Legal Network.
Currently in the process of collating the effects of the law so far, the Network is aiming to provide legal advice and support prior to, during and after any evictions or attempted evictions. To that end they have an emergency phone number, an email address, a website, a Twitter presence and a band of eager activists – they're also keen for more bods to get involved.

 After three days of eviction one activist is left, who's inside a tunnel system under the ground. As this is the first tunnel blockade action Police don't have a clue how to handle this. They ordered different technical teams, wich also didn't have an idea.
Now police want to dig down from the top, which is highly dangerous. They have been told that there is an eviction team within UK police who know how to evict a tunnel-system.
Resistance will not be over after this eviction. The forest is not lost yet to be rescued. Everybody is welcome to help. Next summer there will be another climate camp in the area, and a Europe wide Reclaim the fields camp in this region...

A number of libraries have been forced to close by the crisis in the UK. But in the London borough of Barnet help has come from an unexpected area.
It’s Ann’s first day at work, and a young man in dreadlocks is instructing the retired police officer. “You only have to sort them into groups, classics go over there”, he says.
This London library is being given a makeover; the walls are hung with banners proclaiming “Revolution” and squatters are in charge of services here.

PEOPLE out there are scared. The doors have already begun to splinter in dawn raids on the most vulnerable people in our society.

For many hundreds of years governments have tried to whittle away our rights to shelter, a long tradition in this country.

A recent government report said they were prepared to arrest up to 4,200 people per year for the crime of sheltering in an empty building.

A creeping fascism from the rounding up of the homeless in the UK to the crushing of six Roma camps in France applauded by the Daily Mail.

Surely common-sense thinking says get the million empty buildings into use and create employment on the way?

The government consultation was a complete undemocratic sham. Ninety-six per cent of replies said: “No. Do not criminalise the homeless and Squatting.” This included the Police Association, lawyers groups, judges, homeless charities and housing groups.

Many were outraged over the lack of democracy, when the government decided to ignore this and press ahead, criminalising trespass in residential buildings by adding a small clause (section 144) onto the Legal Aid Sentencing Punishment of Offenders Act (LASPO)

It follows a year of propaganda from right-wing newspapers painting squatters as “home wreckers” rather than home repairers and renovators.

Stories of tenants who had outstayed their welcome, who were called squatters, “Gangs of roving gypsy eastern European squatter hordes”, in order to justify unspeakable crimes many regimes vilify and scapegoat minorities.

But why scapegoat the homeless and squatters the most disadvantaged in our society? In the middle of a housing crisis?

You can only squat an empty abandoned building – there are already laws to stop someone squatting an inhabited home.

The Displaced Residential Occupy (DRO) law 1977 already exists.

Tales of people going down the shops or on holiday who have their home squatted were lies. If it did happen it could have been dealt with swiftly by police under current laws.

I write as someone who has set up community centres in empty buildings for more than 20 years.

The disused St George’s Theatre, at Tufnell Park, is now lost to the community. But we opened it as a community space open to all for 13 months. It was described as the best arts space in Islington.

At the Save Our Squatting event last year we agreed to move out of an old council office in Tufnell Park Road a month or so after we mounted the exhibition. We were then given a part of the National Youth Theatre in Holloway Road and in return we agreed to move out of that building. We were assured it was to be demolished within weeks. The building still lies empty more than a year and a half later.

An ‘Agreement of the People’ for 2012

In 1647, during the English Revolution, the Levellers set out an Agreement of the People because relations between the people, parliament and the monarchy had broken down.
In 2012, the relationship between the state, corporations and the people has again broken down in an irretrievable way.
A new Agreement of the People is needed. A people’s constitution.
With this in mind, five organisations are supporting The Revolution Will Be Networked event on November 17 at Waterloo Action Centre.
On the day an assembly of working groups will collectively map out and network ideas and proposals to re-shape and improve the Agreement that is published here as a working draft.
The aim is to produce a new document that can then go out to the sponsoring groups – The People’s Republic of Southwark, National Community Activists Network, Rotherham Against The Cuts and Peoples Assemblies Network – and other organisations and individuals.
Bro.'s Grim, Adnan al-Sayegh plus poet-translator Cristina Viti will enhance our deliberations and lift the event from the prosaic to the poetic and provide an international dimension.

Reclaiming the Commons: practical steps and galvanizing action


The theory of the Commons is simple: all resources that mankind holds in common, whether from Nature or created by man, are communal gifts and should be shared equitably.


Land, air, water, energy, minerals, telecommunications, human knowledge, the monetary system and so on, are resources whose ownership needs to be shared as widely as possible, not be exploited by individuals or corporations. The Commons should also be preserved for future generations.


The concepts of broad ownership (stewardship) and sustainability of common resources translate into economic justice and protection for the environment. Under these conditions, Commoning, what the community does in order to make the resource productive, also makes for a less selfish and more co-operative society.


At times, as is currently the case around the globe, there is a need to reclaim the Commons. In the UK for instance, 0.6% of the people own 50% of the land. This concentration of land ownership creates scarcity and drives up land prices for ordinary people. Sometimes we need to establish a Commons where one hasn't been considered before - for example how we manage the atmosphere and the oceans.


On Sunday 11th November, the last day of the Putney debates, we will be looking at practical steps for reclaiming the Commons in several areas, from law, the economy and participatory decision-making to health, local services, knowledge and the environment.


What are, in each case, the opportunities and challenges for promoting the Commons? Are there other movements, campaigns and initiatives that align themselves with the theory of the Commons? And how can we go about creating our own Commons?
